ETH breaks through the $1900 mark

Oracle Corporation has been awarded a 10-year software contract worth $7 billion by the US Department of Defense, and its pre-market stock price has risen more than 2% to $122.74. The contract covers the use of Oracle software by military branches, US intelligence systems, and the Coast Guard in local data centers. The Central Intelligence Agency was Oracle's first customer, and the contract has a basic term of five years. The services include permanent software licenses, subscription based software licenses, maintenance services, and consulting services.

[EU Adopts 21st Round of Sanctions Against Russia, Strengthens Restrictions on Finance, Energy, and Crypto Assets] On July 23, the EU Council adopted the 21st round of sanctions against Russia, adding 218 individuals and entities to the list, including 48 individuals and 170 entities. The EU imposed asset freezes on 94 banks and financial institutions, expanded transaction bans to 33 Russian credit and financial institutions, included 14 crypto asset service platforms under restrictions, and proposed potential bans on third-country crypto asset services assisting Russia in evading sanctions. The EU also added sanctions on 41 vessels and imposed restrictions on several oil traders, refineries, and entities within the military-industrial supply chain.

The EU prohibits Belarusian citizens and residents from owning, controlling, or managing encrypted service providers regulated by MiCA. According to Council Decision (CFSP) 2026/1847 passed by the European Council on July 24th, restrictions on the cryptocurrency industry will be implemented from August 25th. The affected service scope includes encrypted trading platforms, asset exchange, order execution and transmission, asset issuance, asset transfer, investment consulting, and portfolio management. （Cointelegraph）

Two departments in China have issued a notice on personal income tax related to offshore trusts, clarifying that individuals who transfer their property into offshore trusts and obtain income through offshore trusts are considered to have obtained income as stipulated in Article 2 of the Personal Income Tax Law of the People's Republic of China and should declare and pay personal income tax.

BNB Chain has released its technology roadmap for the second half of 2026, with the core goal of improving main network throughput, optimizing resource isolation, and gas fee structure. In the first half of 2026, the BSC block interval will be reduced to 450 milliseconds, the memory termination time will be reduced to 650 milliseconds, the benchmark throughput will be increased from 2800 TPS to 5200 TPS (approximately 400 MGas/s), and the BSC Rust client will be compatible with Reth v2.0. BNB Chain is developing the next generation L1 architecture, with goals including over 100000 TPS, pre confirmation of transactions in less than 50 milliseconds, and native privacy transaction functionality at the protocol layer. The plan is to launch the test network by the end of 2026 and the main network in early 2027.
